The entire scenario is a conflagulation-waiting-to-happen. The origins of these fires is not nearly as critical (since anyone investigating has a checklist of repeat causes) as what administrators are going to do about any of the contributing conditions. Complaining and finger-pointing is a waste of energy and time.
Either way, the amount of vegetation that's butting up against the residential boundaries is pretty much a guarantee it's gonna jump into the homes.
