The Chief would "love to have a conversation with you all" about attrition and a 45% loss of the workforce, as if we haven't been screaming at the top of our lungs for decades about the issues that have existed the entire time: an almost total loss of housing options, laughably low wages, and an utter lack of resources for mental and physical wellbeing. The FS was allocated the tools and funds to address some of those issues, but made a mess of doing even that.

Of course the "answer" is privatization (use more contractors) - it shifts the problems off the Agency while creating the appearance of a more streamlined budget because the actual and total costs are shifted to contracting.

Once again, the people making the decisions are woefully out of touch with the realities on the ground, and have *magically* found the answers in a way that lines the pockets of their friends in the donor class at the same time.
