Are you sure you referenced the correct fires? Echo mountain complex was in Lincoln county and parts of southern Tillamook county by Otis, Oregon. Lyons head and beachie creek are part of a complex that burned together I'm pretty sure. Also holiday farm was going on around that time. Lost an ODF office in Lyons from one. Solid info update
Montana voted to be more independent but what’s not discussed is the anti federal Governor and his cronies want to establish their own firefighting qualifications system and his own standards. He doesn’t want to be tied to ICQS at all. He has forced out most all qualified people in DNRC and DES then replaced them with buddies or people with political hooks. Both agencies qualified employees were against this funding. He wants to build his own firefighting force out of contractors not necessarily forestry related contractors either.
